Riverton Pool funding

Concerned the city didn't know the full pool cost upfront and suggested tearing it out and rebuilding might have been cheaper, but supports bonding over taking money from other projects.

Spoke in favor of spending the money on Riverton Pool, citing its role in basic exercise and Maine Community Swimming's goal of teaching every second grader to swim.
