Fore Street parking expansion

Asked which side of Fore Street the spots are on and for a map when it goes to council, and questioned whether Munjoy Hill residential zone holders should be included. Suggested four-hour parking so waterfront users could benefit, since two hours is too short for many waterfront activities.
